Replacing Hermes changes *how* work is executed, not *whether* it is allowed.\n\n\n## Important Separation\n\n```text\nCapability Fabric          Governance                Hermes\n \"What can be done?\"  →  \"May it be done?\"  →  \"Execute it.\"\n   ADK / MCP               Policy /               Provider\n  resolution               Approval               execution\n```\n\n* **Capability Fabric** resolves provider-neutral capabilities to routes.\n* **Governance** approves or denies the plan for this identity, Work, and Business Context.\n* **Hermes** executes the approved plan against the external system and captures the result as evidence.\n\n## What Hermes Captures\n\n* **Outcome** — what the provider returned (success, error, partial).\n* **Evidence** — durable receipts for audit, verification, and reconciliation.\n* **Trace** — linkage back to Work, governance verdict, capability, and identity.\n\nHermes success is **not** closure.
