Hard boundary — no other principal reads it. | User owns it; no approval needed | `personal_memory` |\n| **Agent** | One agent or Twin instance within one tenant. Working state. | Not directly promotable; must pass triage as evidence | `agent_memory` |\n| **Conversational** | One session or thread. Ephemeral working context. | Decays; never promoted directly | `conversational_memory` |\n| **Organizational staging** | Candidate organizational memory. | Human/governed review required | `triage_results` (pending) |\n| **Organizational published** | Approved tenant-wide memory. | **Governed:** staging → approved → published | `org_memory` |\n\n## Memory Contract\n\nEvery published memory item carries:\n\n- tenant identity\n- memory ID\n- category\n- source evidence\n- entity references\n- provenance/lineage\n- author/approver where applicable\n- creation/update timestamps\n- lifecycle state\n- freshness\n- confidence dimensions\n- conflict status\n\n## Architectural Law\n\n> **Memory informs organizational truth; it does not silently become organizational truth.**\n\n## Relationship to Triage\n\nOrganizational memory is produced only through the governed promotion path. See [TRIAGE_AND_ORG_MEMORY.mdx](./TRIAGE_AND_ORG_MEMORY.mdx) for the complete triage → promotion specification.\n\n## Relationship to Spine Fabric\n\nOrganizational memory is a layer within Spine Fabric. It is:\n\n- **Interpreted** — derived from canonical facts and session evidence, carrying confidence and provenance\n- **Governed** — every promotion requires approval; confidence never grants authority\n- **Scoped** — personal memory never widens; organizational memory is tenant-wide\n- **Provenanced** — every item traces back to its source evidence\n\n## Scope Widening Rule\n\n> **Scope only ever widens through promotion, and promotion is always governed.**\n\nConversational and Agent memory are _evidence_, not truth. Personal memory never widens at all — it can only be cited by the user who owns it.\n"}
