It is not a task list. It is a living graph of work, decisions, actions, and dependencies.\n\n---\n\n## What Work Is\n\nWork is the primary unit of SpineWorkspace. Everything else — context, intelligence, execution, reconciliation — exists to serve work.\n\n```text\nWORK → TASKS → DECISIONS → ACTIONS → DEPENDENCIES\n```\n\n### Work Items\n\nA work item is any unit of work that needs attention:\n\n- A customer issue that needs resolution\n- A deal that needs closing\n- A report that needs generating\n- A decision that needs making\n- A workflow that needs advancing\n\n### Work Structure\n\n```text\nWork Item\n├── Tasks (atomic units)\n├── Decisions (choice points)\n├── Actions (executed operations)\n├── Dependencies (what must happen first)\n├── Assignments (who is responsible)\n└── Status (where in the loop)\n```\n\n---\n\n## Work Is Connected\n\nWork items are not isolated. They form a graph:\n\n| Connection | Description |\n|-----------|-------------|\n| **Dependency** | This work must complete before that work |\n| **Causation** | This work caused that work |\n| **Related** | These work items are connected |\n| **Blocked by** | This work cannot proceed until that work resolves |\n| **Feeds into** | This work contributes to that work |\n\n---\n\n## Work Is Derived from Business Context\n\nWork does not appear from nowhere. It is derived from Business Context:\n\n```text\nBusiness Context\n      ↓\nGoals / Needs\n      ↓\nWork Items\n      ↓\nTasks / Decisions / Actions\n```\n\n| Source | Generates Work |\n|--------|---------------|\n| Business events | Reactive work items |\n| Goal gaps | Proactive work items |\n| Anomalies | Exception work items |\n| Opportunities | Growth work items |\n| Risks | Mitigation work items |\n\n---\n\n## Work Allocation\n\nWork is allocated to the right actor based on:\n\n| Factor | Description |\n|--------|-------------|\n| **Capability** | Who can do this work |\n| **Role** | Who is authorized to do this work |\n| **Capacity** | Who has bandwidth |\n| **Context** | Who has the relevant context |\n| **Priority** | How urgent is this work |\n\n### Allocation Options\n\n| Actor | When |\n|-------|------|\n| **Human** | Work requiring judgment, creativity, or authority |\n| **Twin** | Work that can be reasoned about and planned |\n| **Agent** | Work that can be automated within governance |\n| **System** | Work triggered by events or schedules |\n| **Human + AI** | Work requiring collaboration |\n\n---\n\n## Work Lifecycle\n\n```text\nIdentified → Contextualized → Defined → Allocated → Deciding → Governing → Executing → Observing → Re-ingesting → Reconciling → Resolved → Learning → Continuing → Next Work\n```\n\nSee [Loop State](/architecture/16_LOOP_STATE) for complete lifecycle.\n\n---\n\n## Work Graph Is the Source for\n\n| Consumer | Usage |\n|----------|-------|\n| **Human Workbench** | What the user needs to work on |\n| **Twin Workbench** | What the Twin is reasoning about |\n| **Agents** | What work is assigned to automation |\n| **Governance** | What work requires approval |\n| **KPIs** | Work volume, velocity, and health |\n\n---\n\n## Work Graph Connects to\n\n| Layer | Relationship |\n|-------|-------------|\n| [Business Context](/architecture/01_BUSINESS_CONTEXT) | Derives work from business needs |\n| [Spine Fabric](/architecture/02_SPINE_FABRIC) | Stores the work graph |\n| [Organizational Memory](/architecture/03_ORGANIZATIONAL_MEMORY) | Informs work prioritization |\n| [Work Allocation](/architecture/09_WORK_ALLOCATION) | Assigns work to actors |\n| [Governance](/architecture/10_GOVERNANCE) | Evaluates work for approval |\n| [Loop State](/architecture/16_LOOP_STATE) | Tracks work through the cycle |\n"}
